Cost wise Umeda or..?

I want to visit Japan for about 3 months and was trying to find an affordable apartment that isn't too far away from Tokyo. I read something about Umeda and Motoyama; do they have affordable apartments? Are the people generally okay with foreigners? Also, safety wise, like crime rate etc. does it matter where I move in Japan?
Any help is appreciated.

Umeda is in Osaka and Motoyama is near Nagoya, both are cities away from Tokyo. Even if you found a dirt cheap place in either place, the cost and time alone going back and forth to Tokyo would pretty make it nil.
Whats affordable to you?
