Question if a american who is a undergraduate for example only has a 8th grade education desires to marry a Japanese girl and live in japan would this be allowed? considering how strict Japan is about education?

There wouldn't be any legal problems - provided you are over 18. Whether it would be "allowed" would depend very much on the parents of the girl in question.

considering how strict Japan is about education? There are plenty of Japanese too who don't graduate and if you are married to a Japanese and obtain a Spouse Visa, you don't have the requirements that are set to obtain a Working Visa (Bachelor Degree minimum, etc.). However, will you be able to find a job in Japan and how happy will her parents be with the match? They will want to see their daughter well provided for, of course and might interfere.
