Getting holiday work visa in India?

Im traveling in India at the moment and want to find out if i can get a holiday work visa in Mumbai? I am Canadian so thats not a problem but my question is the only japanese embassy i can find is in New Dehli... but i found a consulate general of japan in mumbai. Can a consulate general of japan issue holiday work visas? Basically im trying to avoid going to Dehli.

I am rather wondering whether an embassy or consulate in India can issue a working holiday visa for a Canadian, at all. If it is possible in India, both, the embassy and the consulate should be able to do it.
