Which matsuri?

I'll in Japan from March 14-31 and would LOVE to go to a matsuri.
I've found 2 which are on during this period but don't know which one to go to:
1) Honensai festival
2) Omihachiman Sagicho festival
Do they both have lots of food stalls? Are they 'big' festivals?

I haven't been to either of the festivals but there is all kinds of info on the web about them.
I'd make a choice depending on what else you want to see - which place is closer to other areas of interest to you?
I have heard of the Aichi prefecture festival, and heard that it is very big and crowded. I have never gone to one of the festivals that feature a big phallus because I worry that people will think that's what I came to see...strange, isn't it? but it will certainly be your only chance to see such a thing!
