What is 裁かれし者 ?
Well, does it mean that person is already condemned, or he is suspect, is prosecuted, but without verdict(sentense) yet? or somwthing else?

sabakareru - to be judged I believe "-shi" is an old form of "-ta," meaning the simple past.
So it means "the one judged" - often the "-shi" is used to add a touch of dignity or poetry (by using the old form) to the phrase.
I realize that this is a title to an animation episode/story, so I guess this is suggestive of how the story is to unfold - maybe someone will be judged (maybe by someone "up in the sky") and follow a suitable fate :)
