We will be at Hokkaido from 8Feb08 to 23Feb08 and are considering Hokkaido Free Pass instead of Hokkaido Rail Pass because it is more cost saving. Please advise
1. Is the procedure to buy the Hokkaido Free Pass relatively easy?
2. Is it available for sale at New Chitose Airport?
3. As there is a restriction of use during peak travel seasons, I need to re-confirm that 8-23Feb08 do not fall under peak travel seasons
4. Can the pass be bought in advance but activate later?

Only New Year, Golden Week and Obon are considered peak seasons. Can the pass be bought in advance but activate later?Yes.
