I desperately need to use a scanner and printer. Does anyone know of any internet cafe that provides them?

try Kinko! they do printing, scanning etc. and have a couple of computers for internet users. They are friendly and help you set up the computer to English etc. Ask your hotel or the main tourist bureau in the main JR Kyoto station for Kinko's locations.
