There is a rink in Nishi Tokyo where all the asian league games are played. I was there a few weeks ago to see a game and on the bulletin board saw that they have casual games available. Not sure of the times though. To get there, take the Seibu-Shinjuku line from takadanobaba or seibu-shinjuku to higashi-fushimi station and the rink is right next to the station. there's a rink in takadanobaba. citizen centre (i think that's the name)
