A search on this site itself brought up all the information you need!
The page on this site directed me to the official Tokyo Marathon site's English page at www.tokyo42195.org/index_en.html
That site currently only had information for the 2008 marathon- I imagine they are still a bit busy with that one to begin putting up details for next year's marathon, but judging by the requirements for this year's marathon, you will not be able to register until July this year for next year's run.
In the meantime, keep checking the marathon's website for updates.
