Tsukiji Close day

As an information from Lonely Planet said that Tsukiji will close on 2nd & 4th Wed of the month, Sun & public Holday. Is this an update information? Also when it close does it mean completely close, empty,no activity at all ? Because we will have one day off in Tokyo and it will be Sunday.
