Which hotel in Tokyo should I stay in so that I can get to Grinpa in the shortest possible time? Budget USD 100 - USD 200 for a twin room per night.

Grinpa is an amusement park over 100 kilometers outside of Tokyo! The fastest way to get there from Tokyo is by Tokaido Shinkansen and bus via Mishima (I assume you plan on using public transportation).
Therefore, the best place for a hotel in Tokyo would be close to either Tokyo or Shinagawa Station, from where the Tokaido Shinkansen leaves for Mishima. There are dozens of hotels around these stations for various budgets.

If you want close to Tokyo Station (good for shinkansen & yamanote line), try the Yaesu Pearl. It's awesome and the price is right!
5 minutes walk max from the station.
