Hi- I am going to be teaching ESL in Japan and the following locations are available places where I can live: Tokyo, Kanagawa, Chiba, Saitama, Tochigi, Fukushima, and Aichi. Can anyone tell me about these places and where might be the best location to reside?

What are your criteria for best? "Best" is different for each individual.
I love living in Tokyo but plenty of people hate it, so it would help if you told us a bit about what kind of area you would like to live in.
Wikipedia will give you a broad idea of whether the prefectures you are asking about are rural or urban, the geography etc- that's where I would start.

You have an impressive list of prefectures to chose from but prefectures are large and within them are vastly different areas. Saitama, for example, is almost a suburb of Tokyo in some ways, but then go further out and there is a wonderful National Park and great open spaces. The same could be said for practically any prefecture. Chiba prefecture is home to Tokyo Disneyland, Narita Airport, the scenic Yoro-keikoku valley, and a long long surfing beach with beach towns to the east. Kanagawa has major metropolitan areas (Yokohama, Kawasaki), Kamakura, and scenic Hakone even...so it's difficult to make a judgment! Do they allow you any choice between urban living or rural areas? Snow or non-snow? Size of school? Otherwise even if you specify a prefecture, you could end up in a variety of places.
