If you're in Japan, Rakuten ( http://www.rakuten.co.jp/) is good place to find bargains. Though if you are oversea, you should note many vender do not ship outside Japan. I'm afraid I only know Kanto region but you can find cheap clothes in shops like Tokyo, Hanshin, Ito-yokado and Uniqulo. Shopping malls attached to stations (like Parco in Yokohama) has many cheap clothes shops. I also like shopping in 109 in Shibuya for trendy clothes that are not too expensive.

Then go to Ikebukuro's Sunshine city. Alta is especially cheap.
