We have 1 day free during a conference in Chiba. Should we tour tokyo or see kyoto - I prefer Japanese gardens and temples to city life.

Kyoto is around 600 km from Chiba but doable as a daytrip because of shinkansen trains. For example lv Chica station at 06.12 h by JR Soga line arr Tokyo 06.52 h change to shinkansen tracks lv Tokyo 07.10 h nozomi shinkansen arr Kyoto 09.28. Same return in the evening: lv Kyoto 19.53 h arrive Chiba 23.08 h. Train fare 28100 Yen. An alternative nearer to Tokyo might be Kamakura or Nikko. http://www.japan-guide.com/e/e3800.htmlhttp://www.japan-guide.com/e/e2166.html

If you only have a day, I wouldn't spend it traveling from Chiba to Kyoto.
If you enjoy gardens and such, I suggest heading up to the Kamakura area. You will hvae more time to enjoy yourself.
