How can I find out restrictions on using video cameras while in Japan? For example, can they be used in train stations?

I'm not sure that you will have much luck finding regulations explicitly laid out anywhere. There is no problem with using video cameras on trains or stations, although you will require permission if it is commercial filming. It is common courtesy to ask other people if you intend to film them. It is common for shops and department stores to have signs up prohibiting photography (and presumably video filming).

I'm glad I saw this topic. I'm bringing my video camera with me when I go (this Wednesday) and I forgot to look up customs on filming in public. Good to know!
