Caps for daycare children?

I visited Atsugi Japan in August of 2005 and I saw small children wearing bright colored caps with an older woman wearing a vest of the same color, was this a daycare outing? Is this typical for children to wear those caps? This was at an outdoor mall with a manmande stream running through it.

It seems like a daycare outing, alright. Caps will protect the children from the sun and make it easy to identify them at the same time. Especially, it makes them stand out from the eyes of those driving automobiles.
