14 year old - Swimming member ship ?

My son would like to join swimming club membership during June/July-2008. I went to check at Konami Sports club Iidabashi and other sports club near Ichigaya-JR, but both says the boy need to be 16+ years to get membership. He knows good swimming already so don't like just one hour Swimming class. Any suggestion that he can go to any swimming pool of his own near Ichigaya/Iidabashi/Yotsuya??
