I'm afraid it's not completed as a sentence. When this phrase is directly translated, it would be;

Although I think it's nasty,

What ''ても'' means is clarified only in the context and in this case I believe it's as ''although''.

It depends on the context of the sentence where "思っても" is used. And the sentence you wrote is incomplete, maybe.

I guess the sentence following it like this.

"Although I think I'm mean, I don't think I'm wrong."
"Even if you think it's nasty, you have to do it."

I don't know which is correct, but I don't think "思っても" is the shortcut of "思ってもいません" IN THE CASE OF this sentence.
