I have also been told that the kitchen district, Kappabashi, is a good place to look for noren.

Dave in Saitama is right- look at the home furnishing section of any department store or even 100 yen shops and you will find them. Nakamise dori in Asakusa and Oriental Bazaar in Harajuku will also have a good selection.
Kappabashi is good if you want the kind of noren that bars or restaurants would have over their doors.
