in trying to call okinawa japan. its a cellphone. what do i dail? is it any different from calling mainland japan?

Dial 081, then the equivalent of the area code, then the number.
Keep in mind that many cell phones won't accept international calls. You might want to make sure that their phone does before you try to dial.

From what I understand, this only applies to some prepaid phones and rental phones. Typical subscription cell phones should be able to accept international calls without any problems.
