I was wondering if I can find out how to get hold of someone at Toho and Katsu Productions. I know Katsu Shintaro has passed away, but does his production company still exist and if so, how can I find out how to reach someone there?

Yes, Toho still exhists while Katsu Production went bankrupt when Katsu was still alive but a part of business was succeeded to Katsu Promotion. Though I could not find where to reach Katsu Promotion, you can find Toho's contact addresses on its website (English) below: http://www.toho.co.jp/towa/english.html
