Is that a question? ;-)
The answer depends on where in Kawagoe you are starting and where in Tokyo you want to go to, but the Tobu Tojo Line from Kawagoe or Kawagoeshi to Ikebukuro will probably be the fastest and cheapest. There are also trains from Kawagoe that run directly through to Shinkiba on the Yurakucho Subway, so that could also be convenient, depending on where you want to go.
