i am a filipino married to a filipina with permanent visa, is there a chance for me to have a permanent visa? i have a 3 yrs visa now, whats next thing to do?

Yes, there is a chance after you have lived in Japan for between 5 and 10 years. You need to ask at your local Immigration office to see whether you should apply.
