Calling the Philippines

I am trying to locate a calling card that my fiancee can use to call from Sasebo (Nagasaki Prefecture)to the Philippines. It would be cell to cell using, I believe, an AU cell. The problem with her present card is no local access for the card to be used. I'm checking the Brastel card tomorrow, but am looking for options.

Just use the computer program Skype. It's basically free to call international.
I used to use Brastel.
