Flower season and Rebun

I am travelling F&E with my aged mum to Hokkaido in July 08.
Thus far, I have included two nights stay in Rebun given we only have one full day on the second day of arrival (arrive late on first night). Is this too long ?
I am planning to visit Biei and Furano either from 16-18th July or 20-23rd of July. Two questions, (a) is both period good to catch Lavender in full bloom (b) i read that its not good to visit during this period as 3rd week of July is very crowded due to the flower festivals ? Does anyone know bad a suituation ?

No. Unless you prefer a very fast pace of travel and to check off one attractions after the other without spending too much time there.
