Kochi is both a city and a prefecture stretching the entire width of Shikoku. Also, one person's "budget" is another's "excessive."

You might do some searches at the International Tourism Center of Japan at:

When in Kochi City, I usually stay at an inexpensive business hotel. I think it's called the Hotel Tosa, not an Inn, but definitely budget.
