Kuzuru(Tokyo) has few transportations. I'm afraid you feel troublesome to go there.
I'll inform how to go to Kuzuru because it's good to know you're interested in.
As that's Tokyo, Koyo season is later than Nikko. Mid-Nov is the best, or early, or late....
You can choose where to go at last, depending your schedule and availability.
1. Take a train to "Musashi-itsukaichi" on Itsukaichi-line; it's connected with
Chuo-line from Tokyo-station or Ome-line from Tachikawa-station.
Note that it's rare that you can get straight from central Tokyo to Itsukaichi without
transfer. In best you've no transfer, and in worst you need to transfer 2 times.
Chuo-line---Tachikawa-station----Ome-line----Haijima-station----Itsukaichi-line----Musashi-itsukaichi
Chuo-line---(pass straight Tachikawa)----Haijima-station----Itsukaichi-line----Musashi-itsukaichi
Chuo-line---(pass straight Tachiakwa and Haijima)----Musashi-itsukaichi
2. Take a bus to "Kazuma" (the terminal stop) from Musashi-itsukaichi station. From the bus stop, walk 5-6min to the waterfall.
Bus takes 60 min. The fee is 910yen in one way.
The bus time table here ; says it stops "Hossawa-no-taki waterfall" on the way (time witch marked with star).

Even Tokyo's citizens doesn't know it so well.
So, if you go there, you'll be the first person in your country.
There's also "Mitou-ootaki waterfall" in that area. A visitor center "Tomin-no-mori (Forest of Tokyo citizen)" is used by hikers and tourists.
It's more convenient than Kuzuryu, but its transportation is same.
