I suggest searching/trawling through the forum archives here for the general procedures, as this is a topic that crops up fairly frequently. If you have a specific question, I'm sure people here will be happy to answer.
You need to mention your and your spouse's nationality, and whether you will be residing in Japan or just visiting.

Like Dave said, there is plenty of information available in this forum. The first thing to do is to contact the UK embassy in Japan as they will assist you to get all the paperwork you need for the Japanese City Hall.
