Sending flowers

I would like to send flowers to someone for birthday, but due to circumstances they would reach her on the day before her birthday.
Can I still include "Happy Birthday" wishes or better not?
I know some say it brings bad luck, some don't care and still enjoy them. Could be different from country to country.
How is it in Japan?
Should I do it or not?

I don't think this would be a problem at all. It would be better to be early than late.
