"kimoti ga tutawatte siawase desu"

Does it mean he/she is very happy? What does tutawatte mean?

Please advise.

"kimoti ga tutawatte siawase desu"

Again, to make it easier to look up words in dictionaries:
- Kimochi ga tsutawatte shiawase desu
...might be easier.

"kimochi ga tsutawaru" means "feeligs get communicated/through (to someone)."
So the above sentence is something like:
"I am happy that my feelings have been understood."

i cant imagine trying to carry on a relationship with someone who didnt speak my language, and whose language i didnt understand, and having to ask on the internet to find out the meaning of that person's emails! ah well, to each their own.
good luck, i hope it works out for you.

Won't get better at a language if you don't practice it somehow...
