Hi,
You should consult to your local Japanese Embassy rather than to post specific names on the World Wide Web.

It is right to consult to local Japanese Embassy.
However, I want to ask you some. First, there are some organizations to help "Philippine Nikkei-jin", I suppose. (Please search their websites by google ). Have you ever consulted to them?
Second, do you know the place where your grandfather was born? Koseki-tohon are in the municipalities' office (city, town or village). So, to know the place is important, I think.
I hope your good luck.
