Yen,
In Tokyo, head for Yuzawaya stores (all out in the suburbs though) or Kinkado (in Ikebukuro amongst other places).

there is a fairly large fabric district near nippori station on the yamanote / keihin tohoku lines, not far from ueno & ikebukuro.
i'd hazard a guess there's about 20 or 30 different fabric shops all on a single street about 2 or 3 minutes from nippori station.
