I have read about this guy

In Shimokitazawa near Tokyo, this guy sets up near the train station with comic books he's picked out of the trash. You can buy them at a reduced price, or, if you're not sure what you want, he'll do a reading for you.

I know its a long shot but does he speak english and how much does he charge,
I wouldn't mind buying a manga and couldnt care if I cant understand it just for him to do the voices and emotions

also where exactly is he

Why do you think it's a long shot? All you have to do is to find him, go up to him and ask.

The second footage says it's Inokashira Park (walk from either Inokashira Koen station or Kichijoji station), so I guess you can try asking there as well as Shimokitazawa station to know when and where he might be coming around.

An year old blog does say that he's usually at the park on weekends and holidays and probably at Shimokitazawa on weekdays right outside the station at the entrance of the shopping archade (shotengai).

even though I dont underatdn JPN I would ove 2 hear this guy read, I swaer I heard him do a mean kenshro
