Getting mail from Japan?

My mother is expecting her koseki touhon from her sister so she can get a passport. It was mailed almost 2 weeks ago and has not arrived. Can it take that long? And is there a way to locate the article by contacting the post office there? It may have been addressed incorrectly...

Air mail usually takes about a week to reach North America or Europe. I am not familiar with mailing times to other places in the world.

Why don't you contact the city/ward office by e-mail?
Most of the cities/towns/ward offices handling koseki have website showing both phone numbers and e-mail address.
