I am visiting Tokyo soon- and I was given a number that began with +81 80** ******, so should I just add a 0 in where the International code and country code should be? eg. 080** ******
Any help would be very much appreciated.

Yes, your understanding is correct.
Japanese mobile phone numbers begin with either 080- or 090-.
