will be traveling with a jr pass, what is best way from shinagawa to tsukiji fish market and back. how long and how much.

If you want to avoid using non-JR trains, take the Yamanote Line to Shinbashi and walk to the market from there (about 15 minutes).
Otherwise, take the Yamanote Line to Hamamatsucho Station and transfer to the Oedo Subway Line, which is not covered by the Japan Rail Pass, but brings you to the entrance gate of the market for 170 yen.
