Is there any public bus service from Shinjuku to Kawaguchiko 5th station in December. If no, what other options available. Thanks.

No, there is no bus service, anymore. You can go there on a guided bus tour from Tokyo, by taxi or by car. About rental cars: http://www.japan-guide.com/e/e2024.htmlNote also that there is a chance of part of the road being closed due to snow, i.e. you might not be able to get all the way to the 5th Station.
