What does "dekinai-nara.." nean? I can't find it in the dictionary.
Also, 出して means "out" according the online translation. What does it really mean?
Please advise.

出す = to let (something) out, to give (something) out, to submit (something), to take (something) out, to come up with (something), to produce, etc.
出して (the "te-form" of the above verb), which alone can be an informal request for the above meanings, and for formal request, it would be 出してください.
But because the verb has a lot of different meanings as shown above, without the context I cannot give you a precise translation.
"Kotae wa John ga dashite kudasai."
- I would like to have John come up with an answer/solution.
- I would like John to make a decision.
This sentence would most likely be said TO John, so a more natural translation would be:
- John, I want you to come up with an answer/solution.
- John, I want you to make a decision.
