I am taking a group of 16 to Japan in April, arriving at Kansai in the morning, and needing to get to our accommodation near Kyoto station. I would like to take the Haruka, but would prefer to not book & pay in advance. Is this possible? Do I have to book, as I'm not sure what time we will be ready? If I need to book now, can I pay on the day?

Yes!

No, you can either just take unreserved seats or book just before boarding the train. In the worst case, some of people in your group of 16 might have to stand.
If I need to book now, can I pay on the day?
No, payment is due at the time you make the reservation.

I have been taking Haruka many times. But I have never booked a ticket. If you are not srue about the time. It is better to buy a tickets when you get off of the airplane. Most of the time they have many seats available.
