Imperial Palace - January 2nd

So I'm a little confused about how the visit to the Imperial palace in Tokyo works on January 2nd.
Normally you have to apply to visit the palace, on January 2nd is the palace just open for everyone or do you still have to apply? Also, if you have to apply I have followed the steps on the official website, but January is not available to apply for yet (only November and December).
Anyone know anything that could help me out I would appreciate it.

No application is required! Everybody can just go in.
