How do Japanese girls curl their curl?

I was walking around Shibuya 109 and a lot of the Japanese girls have huge, round curls, where it is big at the top and then spirals down to smaller curls along the end of the hair. It doesnt seem to be done by a perm as it is too unnatural - how do they do this and make it stay?!! i am Chinese so have similar hair type
