Birthday balloons in Tokyo?

I will be Tokyo in January for my girlfriend's birthday and I want to get her some happy birthday balloons. I remember her saying that people don't generally do this in Japan. She's seen girls walking around on their birthdays with bunches of balloons here in America.
So I was wondering is there's a place in Tokyo where I can buy some colorful happy birthday balloons. Any idea?

If you're OK with blowing them up yourself, you can get balloons in the party goods section of Tokyu Hands...the helium is going to be ridiculously expensive, though.
