It is the name of the artist who made it. Perhaps it is read Kutani Shouei, but I can't be certain.

It must be a piece of pottery/ceramic - it reads "Kutani" and "Shouei," as posted by the previous poster.

My guess is that it's indicating that it is a piece made in "Kutani-yaki" kiln, and done by "Shouei-do" (individual shop called Shoei)

An auction item with the same "Kutani" "Shouei" letters but in a completely different font/letter styling, though.
