This site has a good listing of major festivals in Japan and links to some really good sites that have most festivals. But what I am looking for is a site that list all festivals large, small and local festivals all over Japan. If anyone can help I would be very greatfull.

Probably, it is impossible to list up small local festivals. There are about eighty thousands shrines and ten thousands temples in Japan. (Small shrine or Jizo Buddha statue on roadside are not included in these numbers.)
And most of them have their own festivals.
Many local communities hold bon dance festival on July or August. Much kind of association or municipalities hold fireworks on summer.
I suppose nobody know numbers of local festivals, probably. I recommend you specifying month and the area and asking.

Are you saying you can't find accommodation in Takayama on April 14 and 15 for the summer festival!? I won't be surprise; we were there during the autumn festival in Oct. and though we booked more than 2 months ahead, my wife and I could only get 2 separate single rooms. The summer festival is bigger in scale, so it is not surprising it draws in more people.

Try Furukawa which is only 15 min. by train from Takayama. You can go to Takayama festival and stay late before returning to Furukawa for the night. Furukawa has its own Matsuri festival on April 19 and 20 (better double check) though it is smaller in scale and less famous than the one in Takayama.

During cherry blossom season, we loved the Yoshino Sakura Festival on April 11-12, fully enjoying the festive feel and the spectacular cherry blossom view up the mt. slopes. Yoshino can be reached by 80 min direct train from Osaka.
