It is too early to see cherry blossoms in the Tohoku region in early April, especially in Akita and Aomori, where the blossoms are usually best towards the end of April.

Depending on the year, teh blooming period can vary by up to +/- two weeks, so, if possible, I would make a decision once there are some relatively reliable forecasts out, i.e. in late March.

Late March to early April is best cherry blossom season for Tokyo and the Kansai Area around Kyoto-Nara-Osaka.
For Sendai and the Tohoku region (N. Honshu) mid to late April is better.
