Is there a pass sold per day that allows passengers to use all kinds of trains, whether local, express, shinkan, etc.?
One for Tokyo and the other for Kansai? And if not, how long does it usually take on a normal day to buy a ticket per station?

No.

10 seconds for a local train. 1-2 minutes for a train that requires an express surcharge.

You can't use IC Cards to buy Shinkansen tickets and I'm guessing most limited express train tickets either.
