We will have a suica card with our Narita express ticket to Shinagawa from the airport. Can we use it to Kamakura? Is this better than to use the ticket back to Narita for our flight home?

Yes, Suica can be used to get to Kamakura. Suica is a prepaid card, which can be re-charged. Whether you want to use the card's balance for your trip to Kamakura or your return trip to Narita or both is up to you.

Can you re-charge the Suica card in areas outside of Tokyo? I did not see any information on how to do so at the outlying stations.

Yes you can outside of Tokyo at pretty much most stations in the entire area.
Suica can be recharged at any JR East station on the SUICA network or at any private railway system that supports the PASMO network.

So if you see a machine that says PASMO you can still use SUICA on it.

Just a note, you DO NOT use your Suica card from the Airport to Shinagawa with the NEX&Suica package. You only use the NEX ticket which can only be used FROM the airport.
