It's called "最新研究 忍術と妖術" (Modern Research [into] Ninjutsu and Sorcery)
by Gingetsu Itou, published in 1909 (Meiji 42).

What other date you might see inside the oval stamp is the year when the book was registered (probably) at a library. That year is "Taisho 14," being 1925.
