Does anyone know where to buy Circle Lenses in Tokyo??? (Circle lenses are a type of contact lens that make your eyes look bigger)

They have everything. There's one in Shibuya.. and Ikebukuro has a big one and a smaller one... If not them then Matsukyo the drugstore would have some in their makeup department upstairs.
