I've already asked a more specific personal version of this question but -
What do the Japanese think/feel about the Artist? Are they highly respected, or disrespected?

It totally depends on the artist. For example, Picaso and the Beatles are highly respected.

What exactly is "the Artist", M J?
There are a lot of creative people in Japan in all fields- of course they are respected. If a guy is a struggling artist conservative parents may not want their daughter to marry him because he doesn't have a stable income, but no-one openly shuns "the Artist" just because they are Artists.
